Fazil Mahmood Fazli former head of the Administrative Office says the Moscow Format was established nearly nine years ago to build regional consensus on Afghanistan but that consensus has now weakened.
According to Fazli changing positions among Iran, Pakistan, Russia, China, India and Central Asian countries have caused the Moscow Format to lose its original purpose and significance.

He says the format has now largely become a “symbolic and ceremonial forum.”
